What caused the crisis? For some, the story is simple. Its all about global imbalances.
The US borrowed too much and the Chinese lent too much. In an arithmetical sense, this assertion contains some truth. The US has lived with a whopping deficit on the current account of its balance of payments for countless years. The Chinese, in turn, have experienced an ever-widening surplus.
According to this thesis, Chinas surplus results from the pursuit of a mercantilist exchange rate policy designed to promote Chinese exports at the expense of manufacturing jobs elsewhere in the world. China deliberately prevented its exchange rate from rising by using its trade surplus to buy dollars in the open market.
This led to a massive increase in Chinas foreign exchange reserves, most ofwhich were invested in US Treasuries. US interest rates ended up lower as a result, leading to the housing boom and sub-prime crisis.
Based on this view of the world, the US economy would eventually collapse when Chinese and other foreign investors in US assets reached a point of saturation where they simply had too much exposure to the US economy. At that moment, the US would discover the folly associated with its constant borrowing from abroad. Capital inflows would dry up, domestic financial markets would tumble and the dollar would collapse.
Thatwas the theory. There is, though, one big problem. The dollar may have been weak at the beginning of the crisis but it isnt any longer.
Through much of this year, the dollar has been in the ascendant. Chinas currency, the renminbi, is struggling to keep up. Other currencies, including the euro and, most obviously, sterling, have fallen on hard times. If, then, this is a story about the unwinding of global imbalances, its a story that appears to have lost the plot.
I have no doubt that Chinas trade surplus and its associated purchase ofUSTreasuries have played some sort of role in the crisis. But theyre not the only factors, and nor are they the most important. While its true that Treasury yields in the US were lower as a result of Chinas behaviour, that doesnt explain the huge boom in demand for mortgage-backed securities and their various derivatives over recent years. Everyone wanted a piece of the action. American investors bought these pieces of paper but so, increasingly, did European and emerging market investors.
Why was there such a huge demand for products which, today, are no longer trusted? One simple answer relates to our own, collective, desire to retire early with a decent nest egg of savings, a desire which required a high return on our financial investments.
Our hopes of meeting those desires were dealt a savage blow in 2000 and 2001 when equity prices collapsed.
We needed another get rich quick scheme. Investors looked elsewhere for assets that might have a chance of generating the returns that would keep us happy in our dotage.
For a while, mortgage-backed securities seemed to do the trick. They were safer than equities but offered a higher yield than Treasuries.
The odd thing about these investments, though, is the idea that building or buying houses will add to national wealth in the years to come.
Wealth ultimately comes from productivity gains. Those gains, in turn, hinge on advances in technology and on a more efficient allocation of global capital. While its true that modern houses have more advanced technologies than older houses (double glazing, for example), the big gains are, of course, seen in other areas, most obviously in computers, transportation and communications. Ultimately, house prices will tend to rise only as a consequence of these technology gains and their impact on our incomes. Over the very long term, house prices wont rise of their own accord (as, indeed, the Japanese, with their feeble economy, have discovered over the last 16 years, a period of persistently falling land prices).
The huge investments in paper assets in recent years were ultimately used to fund investments in parts of the economy which were never likely to boost long-term growth. Even worse, to the degree that investments in housing diverted funds from other, more rewarding, areas of economic endeavour, the investments were ultimately used only to bring forward future consumption to the present. All that extra consumption required someone else to do all the producing.
Its no surprise that childrens toys this Christmas will be mostly labelled Made in China.
When, at the end of 2006, the US housing market began to soften, alarm bells should have been ringing.

Everything else stems from this: shortages of credit, worries about bankruptcy, monetary hoarding, and recessionary fears. We are witnessing a catastrophic breakdown of trust within the financial system.
In fact, the only stuff that is trusted these days is cash. One of the more remarkable developments last week was a fall in the rate of interest rate on 3-month Treasury bills to below 0 per cent. In other words, people are prepared to pay the US government to look after their money, such is their anxiety about savings held in the private sector.
This kind of behaviour has long been seen in Japan, but its a new experience in theUSand elsewhere in the world. It also helps to explain why the dollar is so strong. In a world of tremendous uncertainty, the only cash investors want to hold is cash which has the best international liquidity. Almost anywhere in the world, dollars are acceptable as a means of exchange. Its no surprise, then, that dollars are very popular all of a sudden.
In this new dollar stampede, there are plenty of casualties. It wont be long before US exporters are complaining about unfair competition from abroad. Flows of private capital to emerging markets will dry up, because the desire for dollars creates a home bias for US banks. Emerging market currencies, in turn, will come under pressure, reducing the nest egg of dollar foreign exchange reserves which had been built up in earlier years.
Funnily enough, then, the world as awhole has decided to behave as the Chinese have been doing for the last decade or so. The Chinese have been accumulating dollars. Suddenly, everyone else also wants dollars.
In hindsight, rather than demanding the Chinese should have allowed the renminbi to appreciate, perhaps the Americans should, instead, have encouraged the Chinese to diversify their foreign assets. Rather than holding Treasuries, the Chinese might have been encouraged to buy US companies in need of a bit of tender loving care. But the opportunity to sell General Motors at a reasonable price is no longer there.

This is getting to be a sad situation when even the SCOTUS ignores the Constitution and does it right in your face.Indeed, the Court has spit again in your face.
By now you know that the Supreme Court has denied certiorari without comment to New Jersey attorney Leo Donofrio’s petition, a document that was simple enough for even a Member of Congress to understand. Donofrio’s argument did not depend on where Illegal Alien-Elect Hussein was born. All the evidence available so far – including the fact that he refuses to produce a genuine Hawaiian birth certificate and the fact that his grandmother says she was there when he was born in Mombasa – says he is not a natural born citizen and therefore is ineligible to be President.
But, again, Leo Donofrio’s argument did not depend on that. On one of his own sites, Hussein says that he was a British subject (as well as an American) when he was born, because that is what his father was. Remember, that is what Hussein says himself. And a dual-citizen at birth – a citizen born with divided loyalties – cannot be natural born. He cannot be President.
Also, remember that Donofrio was not asking the Supreme Court to rule that Hussein cannot be President. His petition simply asked that, since Hussein’s eligibility has been seriously challenged, he be required to prove it. As many observers have noted, this should have been quite simple. Although everything about the man is secret – his college records, his law school records, his medical records, his client records and on and on and on – had he simply produced a non-forged, genuine birth certificate, his citizenship and all other questions would have disappeared.
What principle has the High Court installed with this ruling? If a candidate for the presidency no longer must prove his eligibility under the law – the Constitution – then certainly no one else is required to prove his eligibility for any other government job. To whom more is granted, more is required. More is required of a candidate for President. If he is not required, certainly you are not either.
Until now, you needed to validate your resume to get a driver’s license or a library card, to qualify for Medicare, to work in the Post Office, etc. Now you don’t. The liars at the law schools will say this is poppycock. Ignore them Wait for the lawsuits. Wait for the lawsuits from other illegal aliens like Hussein, who maintain that they need prove nothing because Hussein does not.
The Court once again, as it has so many times for so many years, has spit in the face of the U.S. Constitution. By invalidating the clear and crucial constitutional language about presidential eligibility, it has invalidated the Constitution itself, or at least tried to. Before you argue that my argument is not based in law, remember that the process I mention goes all the way back to 1954 and Brown v. Board of Education, 347 U.S. 483 (1954), in which the Warren Court cited not law, but a book by a foreign Communist to foment a revolution that led to riot, murder and outrages like forced school busing. Need I remind you that you are superior to the Supreme Court, that the only power it has is power you have delegated, power you could rescind and take back. Need I remind you that you are superior to the President, to the Congress, indeed, to the Constitution itself, which you created. And now the Low Court has spit in your face.
Here are some thoughts from the President of the United States: “To consider the judges as the ultimate arbiters of all constitutional questions [is] a very dangerous doctrine indeed, and one which would place us under the despotism of an oligarchy. Our judges are as honest as other men and not more so. They have with others the same passions for party, for power, and the privilege of their corps.
“Their maxim is boni judicis est ampliare jurisdictionem [good justice is broad jurisdiction], and their power the more dangerous as they are in office for life and not responsible, as the other functionaries are, to the elective control. The Constitution has erected no such single tribunal, knowing that to whatever hands confided, with the corruptions of time and party, its members would become despots. It has more wisely made all the departments co-equal and co-sovereign within themselves.” — Thomas Jefferson to William C. Jarvis, 1820. ME 15:277
“This member of the Government was at first considered as the most harmless and helpless of all its organs. But it has proved that the power of declaring what the law is, ad libitum, by sapping and mining slyly and without alarm the foundations of the Constitution, can do what open force would not dare to attempt.” — Thomas Jefferson to Edward Livingston, 1825. In other words, the Supreme Court does not deserve the reverence it receives. It has no more of your delegated power than the other branches. It is not superior to them. It is merely co-equal. It is nine politicians in black robes. Again, this comes to us from the President of the United States. In the face of this usurpation, where are we headed?
Hussein said recently that Americans should stop their present frenzied purchase of guns. Hussein said they have nothing to fear because he is a staunch supporter of the Second Amendment. Of course his record from the beginning gives him the lie. His appointment of Eric Holder as Attorney General confirms that he will do everything he can to confiscate your guns. It is difficult to believe that any man could be as big a liar as former President Billy Bubba Slime (“I did not have sex with that woman”), but Illegal-Alien Elect Hussein could surpass him.
Indeed, a bill is now circulating through state legislatures that would require registration of all ammunition and eventual confiscation. The theory apparently is that if they can’t get your guns they will neutralize them by taking the ammo. They are trying to sneak it through into law before you hear about it. Question: What do you intend to do with all those guns? Whom would you shoot?
More cases like Leo Donofrio’s are moving through the courts. A day or so after you read this, another will arrive at the Supreme Court. Hey, High Court! This is your chance to prove me a fool. What a delight it would be say I was wrong; to celebrate the Supreme Court’s reaffirmation that the Constitution is supreme. How likely is it that the Court will show such judicial courage?
The few media morons and conspiracy factotums who have mentioned the issue now say the High Court ruling settles the matter. James Taranto at the Wall Street Journal scoffs at the issue. Rush Humbug, Sissy Levin, Shallow Sean Hannitwit, Loopy Laura, Hugh Blewitt Company go out of their way to avoid it. Los Angeles radio faggot Al Rantel and Bull Dyke Tammy Bruce apparently did mention it but contrary orders must have gone down because now they tell their listeners not to. Tammy warned that bloggers who do so would be permanently banned from her site.
But the issue will not go away. If the High Court fails to require Illegal-Alien Elect Hussein to prove his eligibility, it will fester. Innumerable ramifications will erupt during his “Administration.” Suppose, in obedience to his Caucasian masters, he orders the military to make war on Iran (without the Declaration of War the Constitution requires, no less). What would the military do?
Remember, you are not asking them to deny the presidency to Hussein. You are merely asking them to require him to prove his eligibility. This should be very easy to do for lame ducks like Tar Heel Elizabeth Dole, for instance, who has nothing political to lose and therefore nothing to fear. On her way out, lame ducks like her could have the last laugh by performing this historic service to the Constitution.
“Barack Obama is the best candidate for the Hispanic community because our community wants a united country. Obama is an immigrant. When he speaks to Latinos, he doesn’t just speak about immigration and civil rights. . . .” Remember, this is not a criticism of Hussein, not an attack. Top Democrud Richardson means this as a high compliment. So his comment is what the lawyers call an “admission against interest.”

How much can I afford to pay?
Make sure your property is competitively priced for the area and look to reduce the rent youre asking if necessary. In the current climate all prospective tenants will be looking at their budgets and calculating what they will have to pay each month, including bills. Some savvy landlords are even offering the first two weeks rent free to ensure a quick let. Kate adds, In the current climate were finding a lot more tenants are putting in offers on rental properties and all these must be considered by the landlord. Whats the location like?
They often say location is everything when buying a house... and renting one is no exception! If looking to invest in a buy-to-let, search in low-crime areas with good transport links, such as a major road network or a train station nearby. Think about what the area is like and visit the neighbours to find out what its like to live there.
And, remember, areas with universities, hospitals or major industry are likely to be densely populated with people looking for temporary homes.
Are their any local amenities?
Potential tenants will want to know that they can enjoy their chosen lifestyles with ease, so ensure that there are good range of amenities, such as schools, restaurants and shops nearby.
What condition is the property in?
Tenants will be put off by properties in a poor condition so give your property a face-lift whitewash interior walls and clean the carpets. Crumbling paint or signs of damp are going to send potential tenants straight back out your door. The structure of your building is important too leaning walls, large cracks and leaky gutters wont help you let the property quickly either. Kate says, Tenants are now just as picky as owners ensure your property is in a good condition, neutrally decorated and has a modern kitchen and bathroom. Are the appliances in good working order?
Potential tenants will not only be inspecting the interior and exterior of your property - they will also be taking a close look at the appliances youre supplying. Kate says, Tenants are definitely looking for good quality white goods and, wherever possible, a microwave and dishwasher too ensure your appliances are modern and in good working order before marketing the property.
Take a walk around your property and consider the following:-
Are there enough telephone points?
Are their sufficient kitchen utensils?
Is the shower more than a dribble?
Is there a dishwasher and microwave?
Does the toilet flush easily?
Are the fridge and freezers big enough?
Am I going to be warm?
Potential tenants will be looking for a good central heating system and theyll want to know all the radiators actually work too.
Good insulation is also essential. Double glazing, well-fitting doors and windows and roof and wall insulation will all help to keep your tenant warm, as well as saving them money on their gas and electricity bills.
Is there going to be enough room?
Are there built-in wardrobes? Big enough work-surfaces? Sufficient kitchen units? A tenant will want to know that theyve got enough room to live comfortably. You cant make a small house bigger but you can come up with clever storage solutions to make living in a small space appear more appealing. Kate says, Plenty of storage is always a good thing to offer. Am I going to be safe?
Make sure that a prospective tenant will feel safe at your property by doing the following (and, remember, many of these things are legal requirements too!):-
All soft furnishings should be labelled as fire resistant
Fitting a burglar alarm
Point out the carbon monoxide detectors
Fitting five-lever mortice locks and window locks
Providing a safety blanket and a fire extinguisher
Make sure the smoke alarms work
Ensure all electrical appliances have been PAT tested
Provide copies of your gas and electric certificates
What happens if I have a problem?
Make sure your potential tenant knows that you are there to help and will try to fix problems and do minor maintenance as quickly and efficiently as possible. You may even want to leave them emergency contact numbers for local plumbers or handymen.

Public employees and the First Amendment right to free speech
Thomas v City of Blanchard, USCA 10th Circuit, No. 07-6197
In considering a public employees claim that his or her First Amendment right to free speech has been compromised by his or her public employer, courts distinguish between the employees speech in terms of the vindication of a personal interest and the vindication of a public interest.
Another arena in which an employee may contend that his or her employers actions are violative of the employees free speech are tested in terms of whether the speech concerned the employees official duties or a public interest.
The latter was the issue in the Thomas case: Was Thomass report to the Oklahoma State Bureau of Investigation (OSBI) made pursuant to his professional duties and therefore outside the scope of First Amendment protections within the meaning of Garcetti v Ceballos, 547 U.S. 410, or was his speech a matter of public interest and thus protected by the First Amendment?
Ira Thomas was fired from his job as building code inspector for the City of Blanchard, Oklahoma, after he discovered a signed and completed certificate of occupancy for a home constructed by a local builder who was also the mayor in the City Clerks office although Thomas had neither made the final inspection of the home nor approved issuance of the certificate.
In the words of the Tenth Circuit, Suspecting illegality, Mr. Thomas responded forcefully (and maybe even inappropriately; that is a disputed issue) by storming into a meeting to denounce the certificate, shouting at the City Clerk, threatening to report the matter to the OSBI and eventually following through on the threat.
Subsequently terminated from his position, Thomas sued the City and various city officials, including the mayor, claiming his discharge was in retaliation for his exercising his right to free speech primarily, his reporting the matter to the OSBI and therefore in violation of the Free Speech Clause of the First Amendment.
The Circuit Court decided that Thomass search was not made pursuant to his professional duties and thus was constitutionally protected. Citing its decision in Casey v. West Las Vegas Independent School District, 473 F.3d 1323, the court concluded that ala Casey, "Thomas was not satisfied that the citys officials would report the fraud to the authorities, so he 'took his grievance elsewhere' that is, to the OSBI.
The court then considered a number of additional relevant issues including (1) whether the governments interest outweighed the employees free speech rights and (2) whether the speech was a motivating factor in the discharge.
As to whether Thomass speech was a matter of public concern, the Circuit Court of Appeals concluded that although this issue was raised for the first time in this appeal, speech about possible illegality or pressure by the mayor would count as a matter of public concern.
Addressing whether citys interest as employer in promoting the efficiency of the services it performs outweighs the employees interest in his speech, the court said that for the purposes of this test, the question is not whether the plaintiffs speech was accompanied by disruptive behavior or made in a disruptive manner, but whether the governments legitimate interests provide a sufficient justification for controlling Thomass message.
The decision also addresses other significant issues concerning the rights and limitations concerning the exercise of free speech by a public employee.

Hunk a, Hunk a Burning Us

Whenever I write an article, I try to work in something from my background that ties into the storyline, even if it is a distant connection. For example, whenever I mention the United States Marines, I do feel a bond because 1.) I served in the United States Navy and, as such, came across Marines on a daily basis, and 2.) When I served my active duty requirement in the Reserves, I lived in the Marine Barracks down at Charleston Naval Base. I would not, however, equate my service with that of my friends who have and do serve within the Corps. I merely extend my appreciation and admiration.
This article is about community service, and the value of it that we usually take for granted. Two groups come immediately to mind: our proud police forces and our brave firefighters. Unfortunately, I have no experience whatsoever from which to draw regarding America’s finest. It’s not that I do not fully appreciate our nation’s police officers – I’m related to one by blood – it’s just that I do not share any of their training, experiences, or thoughts with which to compose even the briefest of articles. Now, as to fighting fires, this is something that I can relate to.
I served as a member of the firefighting team aboard all three of the ships upon which I served in the Navy. The very hand which I now use to guide my computer mouse is faintly, but permanently, scarred from fire. I know what it is like to be encased within a steel shell while oily water burns beneath my feet. The unimaginable blackness of the thick smoke hanging at chest level, the unbearable heat melting the rubber and plastic “protecting” my fragile body, and the sound of a rapidly racing heartbeat reverberating throughout my soul are sensations that I will carry with me until the day that I die. I suppose that the only difference between shipboard firefighting and its terrestrial cousin is that we were hundreds if not thousands of miles away from aid and, perhaps most unnerving; we had to deal with a flooded ship once the fires were out. We simply could not call for an outside contractor to clean up the mess – not while shipboard stability remained an issue. I therefore hope that the reader will kindly acknowledge that I maintain sufficient experience with which to write on behalf of those serving our communities.
Do you realize that 75% of the territorial United States is protected by volunteer firefighters? This is astounding! In large communities and small, chances are that the people who come racing to save your home, your business, or to render you aid after a vehicular mishap are not the storied individuals that you witness in Hollywood movies and television productions, but those with whom you attend church, school, and related social events. These are volunteers, people, who at best, make a pittance risking their necks to save and protect yours. They sacrifice their spare time so that you may be able to dial three brief numbers and expect to have some form of salvation for your troubles arrive within minutes. A couple of years ago, when my ailing father suffered a stroke and I rushed to aid my mother and comfort my dad while she called for help, the very first person to arrive – literally within minutes – was a volunteer firefighter from just down the street.
My family knew the fire chief there in Houghton Lake. When I lived in Oklahoma and Arkansas, I would stop for a few moments to briefly chat with the local firefighters as I walked to the store shopping, or meandered over to the library to check out a book. I knew them, because they were friends whom I worked with or lived next to. None wore an alien face, as could anyone living within a tight knit community. Sadly, many of us fail to see the importance of their function. More still cast no thoughts beyond how they benefit us specifically. Chances are you barely notice the many fire stations that dot our landscape. Even less are you inclined to pause in your journey to briefly inspect the equipment stationed within your local firehouse.
I am willing to bet that if you were to walk into your local fire station and ask the chief or captain what they really needed – as opposed to simply wanting – to carry out their function, you would receive a broad litany of equipment, supplies, training aids, and personnel for which they lack sufficient funds to acquire. These would range from simple training books on up through more modern fire trucks. If you were to inquire as to how said fire chief or captain expected to earn enough to pay for all of these necessities, you probably would receive further indoctrination into the world of bake sales, bazaars, and other similar fundraising activities. You would, I have no doubt, receive a rude awakening as to the self-reliance of your local community firefighters.
Those who live within the big cities are fortunate enough to be shielded from the monetary considerations of protecting your lives. At best, you might grumble over your tax load, but that would be about it. If you had to call 911, you could reasonably expect to have a fleet of shiny new red trucks arrive at your location and legions of buffed men and women decked out in the latest OSHA-mandated gear race in to extinguish your torched evening dinner. However, what if you lived out in the country, on a farm perhaps? Chances are those responding to your barn fire are your neighbors and would arrive in bare feet if the need warranted. Simply put, they would use whatever they had available to make sure that your losses were marginalized. Now, wouldn’t you want them to have the best equipment and supplies available? Well, here’s your chance…
Last night, while I waited on matters of school study, I perused the Internet as I do from time to time and herein is where I gained inspiration for this particular article. I visited no less than fifty (50) Web sites for volunteer fire departments across the nation and they all had two things in common. First, they lacked sufficient equipment to do their job. Second, they were involved in literally dozens of fundraising efforts to finance these acquisitions. That’s right, instead of preparing to protect your rump they were preparing to finance those very preparations. Wouldn’t it be simpler if, especially during this Christmas season, you were to walk over to your local fire station and cut them a check? If you’re reading these words, I would suspect that you are quite wealthy enough to dole out $10, $20, or more to your respective fire fund. If you cannot afford the money, then how about the time? You don’t necessarily have to become a firefighter to help. Almost all departments need people to aid in their recruitment, administrative, and fundraising activities and no training is required on your part. An hour or two aiding with a grant proposal, for instance, may go a long ways.
As for myself, I am not much of a community organizer. I admit it. My efforts to have people contribute books to the Monticello Branch of the Southeast Arkansas Public Library to establish a special section to aid people suffering from, or aiding loved ones with, cancer, failed to attract any participants. So, rather than surrender to the apathy of a population reared on selfishness, I try to do things without relying exclusively upon a disinterested (and incapable) public. In this regard, I will therefore offer my services, talent, and support to volunteer fire departments throughout the country.
Location, obviously, makes it impossible for me to respond to, say, raging fires in Pennsylvania. However, writing, promotion, fundraising, and creativity are things that I can do from anywhere. If your local fire station needs a new fire truck, for instance, perhaps I would be able to offer a unique suggestion on how to pay for it. If you need to promote your operations and lack the sufficient personnel to publicize your efforts, I could volunteer my time to do so for you. Whatever it takes and from whatever time that I have available, I’ll gladly contribute to your firefighting operation. After all, the people that you protect and serve are amongst my friends and neighbors!

Public Debt Management is the process of establishing and implementing a policy for managing the government's debt in order to raise the required amount of funding, track its cost and risk objectives, and to convene any other public debt management goals for which the government has put criteria for developing and maintaining an efficient and liquid market for national securities. The Legal framework should clarify the authority to borrow and to issue new debt, invest and undertake transactions on behalf of the Government. The organizational framework should be well specified where mandates and roles are well articulated. Sovereign debt management may span a country's debt management organization or a fundamental depository. Debt management report should be made publicly which would review preceding year's activities and provide synopsis of borrowing plans based on budget protuberance.
The Public Accounts comprises of three divisions Debt, Deposits and Reserves and Remittances. The 'Debt' Comprises receipt and payments in respect of which government incurs a liability to repay the money received or has a claim to recover the amount paid together with repayments of the former and recoveries of the latter. State General Provident Fund, National Savings Certificate and Postal Savings Certificates etc. are recorded in this division. The 'Deposit and Reserves' comprises receipts and payment for which the Government acts as a banker. The government, as the banker, deals with civil deposit, personal deposit and renewal reserve fund etc. The 'Remittances' division comprises all adjusting heads for instance, remittances to and from Bangladesh Bank and PWD, Defence, Forest, T and T and Postal etc. Remittances to Bangladesh mission abroad are also included in this division. The form of accounting used by the Government of Bangladesh is based on the cash basis of accounting; that is, recording the transaction at the time when cash is paid or received. Cash basis of Accounting is a traditional basis of govt accounting. There are completely two different sets of published accounts in Bangladesh- the Annual Finance Accounts and the Annual Appropriation Accounts and Annual Finance Accounts: The Finance Accounts reflect total annual receipts and expenditure of the government together with relevant financial statements.
Furthermore, the cash balance of the government is also publicized in this statement where preparation of the Annual Finance Accounts is vested with the CAG according to Article 4 of the Comptroller and Auditor General (Additional Functions) Act, 1974. Appropriation Accounts: The appropriation is a proportional report viewing comprehensive head-wise/code-wise ultimate budgetary distribution and authentic expenses of different ministries and their subordinate offices with details of variances (if any). According to Article 128 of the Constitution and Rule 4 of the Comptroller and Auditor General (Additional functions) Act 1974, preparation of the Appropriation Accounts by the concerned Accounts Offices, it is reviewed by the Directorates of Civil Audit and PTT according to concerned portions and then certified by the CAG with required observations.
The primary accounts are held in reserve where the transactions take place. There are two branches of primary accounts, one kept by the govt. accounting departments; and the other kept by the self-drawing departments known as departmentalized accounts departments, like Public Works Department, Telephone Board Postal Department, forest Department etc. To keep consistency and for the convenience of administrative functions, govt. has set up accounting offices under the control of CGA. CGDF and ADGFR. Office of the CGA covers all ministries and departments except Defence and Railway. The lowest tire of accounting unit tender the Controller General of Accounts (CGA) is the Upazilla Accounts Office. Next unit is the District Accounts Office, which is located at the District Headquarters. Whatever your motivation and reasons for going back to school - to start a career, change careers, or just to take some classes in an area that interest you - the following tips can make your experience smoother and the transition back to college easier.
1. Do less than the maximum. Unless you have to, do not take the maximum load of classes in your first semester. Most students take 15 hours, but even with a student loan, the minimum requirement is usually only 12. Start out a little more slowly to give your self a chance to really get used to school. This may seem like a waste of time, but even if you go a little more slowly, you will find that you are not as stressed and can do better when you don't overload yourself.
2. Take breaks. Don't spend all of your available study time studying! You may really need to study a lot, but chances are that by taking 30 minutes to take a walk or spend time with your kids can really rejuvenate your brain and help you absorb the material you are studying once you go back to it.
3. Be a part of things Most schools have student associations, maybe even a group for adult students. There are many other clubs and groups as well that you can be part of. You may find your time limited, but take part in as much as you can because you will find that you enjoy your time in college much more if you spend part of it making friends and being involved on campus.
4. Take the classes you dread In fact, take them first. It's like the old saying if you have to eat a frog each day it's better to eat it first thing in the morning. I have spent two whole days processing new donations, and yet it doesn't look like I've done anything!
I sewed tags into textiles that had been cataloged by my volunteers, so I could move new textile donations that had been lying around on carts onto the rack in the Accessions Office. So I cleaned half of it off, and filled it right back up! (My new intern will have plenty to do come January!)
I am trying to get my workspace in order, because there is no place to work. Which sort of defeats the purpose of a "workspace" doesn't it?
