I applaud them for that actually - they made their point on that occasion. But what Sio is suggesting is entirely another matter.

Senate President Don Williams, D-Brooklyn, believes we can add more health care workers than exist in the labor pool to provide care at the state's nursing homes and it will only cost Connecticut $10 million in Medicaid funds. Williams claims there is a "crisis" of care in our nursing facilities and if something isn't done, thousands of elderly will die or be strapped to their beds unattended. He neglects to say that each nursing home has to provide whatever care is necessary or lose it's license. The main issue here, as always, is funding to provide it through the Medicaid program.

The truth is the Williams plan will cost millions more, maybe hundred of millions of dollars if the plan is adopted and the health care workers can be found to staff these facilities. And the only people that would truly benefit is 1199, the union which provides workers in 25 state homes.

Williams' crisis plan is a blatant sop to 1199, hoping it will incur favor with them when he seeks the Democratic nomination for Governor in 2010.

Williams and House Speaker James Amann still cling to the notion that their budget adjustment proposal is $100 million under Gov. Rell's proposal. The numbers they use are complete fiction, promulgated on several comical assertions about participation in the HUSKY insurance program for poor children, the nursing homes and the general decline in tax revenues. By any sober assessment, their proposal could be $200-$300million over the budget approved last year.

And, there is the six percent tax on good transported between state lines offered by the Democrats in the Finance, Revenue and Bonding Committee, which leadership allowed to pass. If nothing else, the bill shows the utter contempt Democrats have for businesses and taxpayers. To even propose something that would tax pizza, unfinished industrial products, newspapers, anything that moves, shows how completely out-of-control the Democrats have become after 22 years as stewards of the Legislature.

And then there is Ethics, which Amann has subcontracted out to State Rep. Chris Caruso, D-Bridgeport, someone who is neither respected or liked by anyone in his own caucus. Caruso spends most of his time claiming he is the most ethical person in the Legislature and is the only one who can protect the public from lobbyist and corrupt officials. Amann named Caruso chairman of the Government, Elections and Administrations Committee, which tends to these matters and was often seen as a backwater assignment. But Caruso, given a mallet and a purpose, has systematically tied the building in knots over matters few care about - except Caruso and the Hartford Courant editorial board.

No matter, Senate Democrats will try and pass another round of ethics laws that would strip any public official of their pension depending on the crime. And just to make Amann happy, they are offering a law that would prevent Chiefs-of-Staff from soliciting contributions for their bosses.

This hurts Amann, whose Chief-of-Staff is former Majority Leader Robert Frankel of Stratford, who is also treasurer of Amann's Gubernatorial Exploratory Campaign. The maximum donation for this type of committee is $350, hardly a big ask, but Amann is against the Senate bill anyway.

It is amazing thing, really, to see the Democrats, with 107-44 and 23-12 majorities in the House and Senate, be so inept. But it provides a wealth of opportunities for the fall.
